Once West opens East knows that with his points (14HCP opposite 12) game is on. He starts by doubling Norths' heart overcall which shows the four card spade suit and when the auction comes back to him he bids the opponents suit to see if partner can stop hearts. With the lead coming up to him West can bank on his King of hearts acting as a stop. It is risky but 3NT looks like the best contract. You know that you have enough points for game and no fit in the majors. You are very likely to get a heart lead. These hands can make 5C for 600 points or 3NT+1 for 630 points and a top score.
